simplest courre is to repeal Ordinance 28 of 1898 which deals only with fees for certificates for Chinese going to Manila, and to enact, in lien thereof an Ordinance in general terms. As regris the working of section 2, it is similar to that in Ordinance No.13 of 1898, and I consulted with the Consul-General of the United States before setting it.
